Is China Airlines safe? And going to Taipei?

I will be going for Los Angeles Airport (LAX) to stop in Taipei for 2 hrs, and then going to Ho Chi Minh City. I will be using China Airlines. Is China Airlines safe? And also is Taipei scary? I don't know if I will know where to go in Taipei ( for my next flight ). My mom speaks Vietnamese will they be able to tell us where to go? & is China Airlines safe? :) Thanks!
